Returns CALWORKs for a TERM, PIDM, if the District Code is ‘561' and the SVRCWSD_ELST_CODE is not null on SVACWSD.

Need to decide about legacy values on SGASTDN>Activities SGRSACT_ACTC_CODE. Newest data from 2015. Do we need them? Do we need two different functions/views? One that says if they are in the CalWORKs program and another that says if they have Work Activity w/in the CalWORKs program?
