Those notes solve the mystery. I'm not happy with the situation, but I understand the logic now.

For posterity, here is why this occurred/occurs for us:

We stack our ESL Credit sections w/ our ESL Non-Credit sections. Meaning students that are in the Credit or Non-Credit section are in the same classroom, receiving the same content at the same time from the same instructor. We pay faculty (100% Responsibility) from their Credit sections regardless of enrollment. That's likely because of a contract difference in the pay rate of Credit vs. Non-Credit. In order not to double pay faculty we give them 0% Responsibility on their Non-Credit sections. So, for this term (and most terms), no students registered in the Credit sections and all students registered in the Non-Credit sections. 0% Responsibility sections don't create EJ records. 0 Enrolled sections don't create EJ records.

I was going to recommend manually correcting the records so that you could submit your files as well, while we continued to figure this out. I have added Megan to the case so that she will see these updates as well. Below is information I received from Jan:
Jennifer,
I’m including a few notes below, which may help you troubleshoot. At a high level the assignments in student should have a position/suffix on the record, I
would look there first. There is also some criteria, the way I understand it, for assignments to be included from student regarding attendance. This may or
may not be helpful but including just in case.
Positive Attendance: how many hours student attended (requires roll call, used swipe card to get in lab, etc.)
---XE for positive attendance CRNs, can only include those CRNs where there was actually at least one student who attended anything > 0 (1 hour), student
could drop after that
one hour, but it would still be reported in XE (at this time.)
Census: for EB, is just ‘Census’ vs Positive Attendance, (even though there are multiple flavors of ‘census’ based attendance.)

------Registered (not in wait list, audit, based on the SFTREGS_RSTS_CODE, ‘RE’, ‘RW’, these codes are defined on stvrsts, (STVRSTS_VOICE_TYPE =

------Student dropped conditions:
Weekly census: weekly is different from positive attendance (which has the freeze date for census freeze date (Census One also Census enrollment date).. if
part of term is null then that is open learning those are probably for contractors (contract course.)
---A CRN is 'census' with the Attendance Method of W or D (& a few others)
---OR is 'positive attendance' with the Attendance Method of A or P (& a few others REDACTED processed the way they did. I will reach out if I
need additional screenshots.
