SV03
Augmentation
This is a two-character field. The first character (1 through 4) shows the specific reason why the student is economically disadvantaged. The second character explains whether that determination was made based on student self-declaration (S) or by looking to an auditable source (A). (Students who are not economically disadvantaged receive the NN code.) At the moment, we are only filling the SV03 field with self-declaration information provided through the Supplemental Questions in CCC Apply and the VTEA Survey in Online Registration. We should be checking for auditable sources as well. There are four different Banner fields we could look to -- the CalWorks field (SV03 code would then be 1A), and the Foster Youth, EOPS, and EOPS Care fields (SV03 code would then be 4A). It is to our advantage to identify as many economically disadvantaged students as possible since VTEA funding is directly related to that number.

The current coding for SV03 is based primarily on responses to the “VTEA survey” conducted as part of 202110 registration and secondarily on responses to the VTEA survey conducted in CCC Apply during initial COS application.
We are only using this “self-declared” information at present to fill the SV03 field. That’s why the only codes we see in SV03 are 1S, 2S, 3S, 4S, and NN. The S means Self-declared. NN means Not Economically Disadvantaged.
With respect to self-declaration, I do not know if the proper programming has taken place with respect to responses to recently added questions in the VTEA survey – Homeless status and Cal-Fresh status.
More importantly, the coding for this field should also use “auditable” information. If that were to take place, 1A and 4A would also appear in the SV03 field. We are not currently using any auditable information. If we did, additional CTE students would probably appear in the SV File and some students in the file would receive a code of 1A instead of 1S and 4A instead of 4S.. For instance any known CalWorks recipient (1A), Foster Youth (4A), and EOPS/EOPS CARE recipient (4A) should also be shown as Economically Disadvantaged even if that student did not correctly answer the applicable VTEA survey questions.
Any BOG/PELL/California Promise recipient is also considered Economically Disadvantaged, so those students would also qualify for 4A status, but those students are already being captured for Perkins through the FA financial aid file, so it’s not important to capture them in SV03.
